Tragic Shooting: Police Announce Burial Details for Fallen Officers

By: Dawda Baldeh

The Office of the Inspector General of Police has officially announced the funeral arrangements for the two paramilitary officers tragically killed on Tuesday, September 12th, at the Sukuta Traffic Light Junction Highway. The solemn ceremonies will take place on Friday, September 15th, and Saturday, September 16th, in their respective hometowns.

“Today, after the Friday prayers, PC Pateh Jallow will be laid to rest in his hometown of Foni Kampasa, while PC Sang J Gomez’s burial is scheduled for Saturday, September 16 at 14:00 at his home village of Kitty 1,” the police said in a statement.

In this difficult time, the police extended their deepest condolences to the grieving families of the fallen officers and offered their prayers, hoping that Allah would grant them a place in Jannatul Firdaws.

Modou Musa Sisawo, the acting Public Relations Officer of the Police, reaffirmed the Gambia Police Force’s unwavering commitment to conducting a thorough investigation into this tragic incident.

“They Surveyed Several PIU Posts and Wanted to Kill Dozen Officers” – Ebrima G. Sankareh

By: Dawda Baldeh

Ebrima G. Sankareh, the spokesperson of the Gambian government, has revealed that the suspected gunman responsible for the tragic killing of two paramilitary officers, leaving one female officer seriously injured, and his co-conspirators had meticulously surveyed multiple paramilitary posts with the sinister intention of causing harm to numerous officers.

Sankareh disclosed these startling revelations during an interview with Peter Gomez on the widely followed ‘Coffee Time’ morning show at West Coast Radio.

The spokesperson disclosed that the alleged assailant had been present and actively participated in a recent demonstration during the last court hearing in Banjul. He also mentioned that multiple suspects were identified and subsequently arrested the night before his interview. While not divulging specific details, Sankareh likened the information to an overwhelming deluge, evoking the American term “TMI” (Too Much Information).

“Last night, several suspects were identified and arrests were made. I’m not going into details of what I have but the information is overwhelming as what the Americans say TMI (Too Much Information). I can tell that had the alleged gunman succeed, he and his co-conspirators there would have been chaos and confusion in this country. For a good one week, they were surveilling paramilitary posts and they wanted to kill a dozen paramilitary officers, that was the motivation,” Sankareh said.

He emphasized that had the suspected gunman and his co-conspirators succeeded in their plan, the country would have plunged into chaos and confusion. Over the course of a week leading up to the incident, they had meticulously surveilled paramilitary posts, harboring the sinister motive of eliminating a dozen paramilitary officers.

This incident has understandably deeply concerned the security forces, leaving the general public anxiously awaiting an explanation for the motive behind this tragic event.

The government’s spokesperson underscored that the police are steadily uncovering evidence pertinent to the case. He urged individuals who had knowledge of the perpetrator’s confidants and any information they might have to promptly report to the nearest police station.

Moreover, Sankareh disclosed that the suspect was met by co-conspirators at a local mosque in the vicinity immediately after the shooting incident. These individuals provided the assailant with a getaway vehicle, which was used to transport him to a remote forested area in Casamance for safety. Sankareh praised the cooperation of Mr. Bojang in the investigation process.

He affirmed that the preliminary information gathered by the police is highly compelling, reflecting their satisfaction with the progress made. In response to reports of alleged celebrations on social media, Sankareh firmly stated that anyone rejoicing in this crime should consider seeking psychological evaluation, emphasizing the gravity of the situation.

While the nation mourns the untimely loss of these valiant officers, Sankareh called on every Gambian to perceive the officers as family, acknowledging their ultimate sacrifice for the country. He reiterated the government’s commitment to upholding democratic principles and the rule of law.

President Adama Barrow, under the banner of a democratic dispensation, has reassured that all accused individuals, regardless of the heinous nature of their alleged crimes, will be afforded their rights to legal representation and due process, as is mandated by democracy.

Barrow: His Machinery Can Never Win the Political Zone in WCR” – Hon. Ceesay Criticizes Yankz Darboe’s Sedition Charges

By: Dawda Baldeh

The resumption of the sedition trial of the Chairman of Brikama Area Council before Magistrate ML Thomasi in Banjul last week sparked outrage among his supporters and sympathizers who believed the case was a witch-hunt and demanded its immediate dismissal.

Honorable Omar Ceesay, the former opposition Gambia Democratic Congress (GDC) and National Assembly representative for Niamina East, has criticized the government, alleging that the case is politically motivated.

“President Barrow and his entire machinery can never win the political zone of the West Coast Region. Reactivating this case is a witch-hunt aimed at unseating Chairman Darboe,” he said.

The GDC lawmaker reiterated that even if the government succeeded in unseating Chairman Yankuba Darboe, the opposition would still defeat them in any by-election.

However, Ceesay emphasized and condemned any form of character assassination or unpleasant words from anyone, including Yankz Darboe.

He claimed that the rationale behind the lawsuit was a political witch-hunt, considering the timing at which it was reactivated.

The former parliamentarian warned that such political maneuvering from the highest authorities may cause social, political, and economic turmoil if countermeasures are taken by the masses.

Hon. Ceesay believed that the case should be laid to rest to avoid political consequences, as the government had shown no interest in taking legal actions against the chairman for the past two years.

He argued that the NPP had no significant presence or strong political base in the West Coast Region.

“Let the sleeping dog lie. Pursuing a legal battle where winning means losing is a battle that should be abandoned right from the start,” he emphasized.

According to Hon. Ceesay, the government is not pleased with the defeat and how the opposition is controlling the country’s largest region.

I Don’t Need Another Country’s Passport To Be Happy

0

By: Modou Mboob

6 years ago today, I made a post on Facebook showing my commitment & willingness to serve my country at any front. In the same vein, I showed my lack of intention to travel because at the time there was so much work unfolding on the pipeline. For instance, the need to create more awareness among Gambian youths; and the desire to form a political party that’ll salvage The Gambia from its compounding predicaments. In that crusade, I consider myself to be very successful for I had the opportunity to work with as many young people as possible and that impact still continues to bear fruits. Secondly, I proudly conceptualize the formation of a political party in the name of Citizens’ Alliance (CA) with the sole aim to make a difference in the political field of The Gambia. On the other hand, with these successes registered, am I really happy? NO!

Why do I consider myself very successful, but not happy?

In my view, Success and Happiness are completely two different things, and indeed they are both subjective. Personally, I consider myself among the most successful individuals in the world today because: I was able to discover my purpose on earth at a very early age and I am making significant progress in fulfilling my mission; I know Allah is on my side and I fear no one but Him; I follow the life of no other person than our beloved Prophet Muhammad SAW; I am bless with the right mind that is not moved by material wealth; I am blessed with a mind that will stand for truth and justice even if I stand alone; I am surrounded by the right people; and many other factors, Alhamdullilah.

On the other hand, I am NOT happy because if I am to serve any other country I wish it could be The Gambia; I’m not happy because I don’t have to be in another country to get a better job and make good money; I am not happy because I don’t have to be in another country to be respected by my fellow countrymen; I am not happy because I don’t have to be in another country to get free education; I am not happy because I know Gambians are not happy; I am not happy because I don’t have to visit another country and feel like my country is cursed. NO! My country is in fact the heart of the world! The Smiling Coast of Africa! But only if it has the right leadership to propel the change it needs.

Additionally, we are all aware of the upsurge in the number of brilliant youths leaving the shores of The Gambia to either further their education or search for greener pastures in another country. This really makes me happy, but at the same time really worried. It makes me happy because travelling is really a good adventure where one can learn new ideas and grow, which is good for The Gambia. However, it makes me equally worried because if almost all the brilliant young minds leave The Gambia, the country will be left in very incapable hands and the end result will be the continuous suffering of the poor. Something must be done about this! I, therefore, encourage all the young people who travel to the diaspora for educational purposes to be go back home and serve upon completion of their studies. To this end, I will practice what I preach with the aim of encouraging others to follow suit.

My fellow Gambians, an unprecedented wave of change is going to hit the political spectrum of The Gambia come the 2026 presidential election. This wave will present two options for Gambians to decide on their future and that of their grandchildren. The first option will be for Gambians to continue living in the kind of life they’re currently experiencing or even worse than that. While the second option will present an opportunity where electorates could decide to have a country where every person will live a dignified life, if this option is chosen it’ll be the beginning of a new era for The Gambia. In Shaa Allah if I live to witness this day, I’ll choose the latter option for I’ll choose right over wrong under any circumstance, even if I have to leave the political party I belong to Citizens’ Alliance (CA). In Shaa Allah if I live to see this, I will come back home and add my weight on the right team and the right team will be the winning team. The 2026 will be different from the 2021 presidential elections where Gambians were presented with a DILEMMA to choose from.

The Gambia is indeed a very blessed country because, despite the many challenges we face, we have always managed to maintain that beautiful smile that the whole world knows us for. Ya Allah is observing and he knows this country is destined for something great!

Finally, depending on what The Gambians will choose I will not need another passport to be happy, instead, I’ll use my knowledge to help usher in hope and development for all Gambian people! Alhamdulillah, God has finally accepted the prolonged prayers of Gambians, and the ball will be in our court to either choose to embrace or reject HIS offer.

Fa Inna ma’al usri yusra!

Best Wishes,

Modou Mboob.

By: Alieu Jallow

The Majority Leader of the National Assembly of the Gambia, Honourable Billay G. Tunkara, who is also the National Assembly Member (NAM) for Kantora, has condemned the shooting incident that resulted in the deaths of two police officers, with the third officer seriously injured and in critical condition at the Ndemban Clinic, urging the government to leave no stone unturned in bringing the perpetrator(s) to book.

He stressed that Gambia is a country of laws, and the National Assembly has a responsibility and moral duty to ensure that it doesn’t descend into chaos.

“This heinous act of violence does not only claim the lives of these two brave individuals but strikes unbearably at the very heart of the New Gambia and our renewed collective commitment to the rule of law, democracy, and good governance,” he said.

Hon. Tunkara also called on the August Assembly to unite in condemning such acts of senseless violence and similarly expressed his deepest condolences to the families of the fallen officers.

“Our thoughts and prayers go to the victim’s families and loved ones during this time of unimaginable grief, and I wish to urge the government to do all it can to support the families of these young gallant men who lost their lives in this tragic manner and be granted a befitting burial”.

Furthermore, Hon. Tunkara called on his fellow parliamentarians as a government and people to reaffirm their commitment to a society based on the rule of law, where the brave men and women in uniform can carry out their duties without fear of such tragic events and a citizenry who are safe to conduct their daily business.

“The Gambia belongs to all of us, and we cannot allow criminals to destroy our national pride, which is peace and stability”.

He described these officers as patriotic citizens who dedicated their lives to safeguarding the lives of the citizens who brutally gunned them down by an unknown assailant, last night at the Sukata-Jabang Traffic Light.

He called on the general public to cooperate with law enforcement as investigations into the matter are ongoing, stressing that people should not harbour the assailants but rather provide police with available information that can lead to their arrest to face the full force of law.

“Let’s all stand in solidarity with our law enforcement officers and collectively ensure that such an incident never occurs again in our dear motherland” he pointed out.

‘A dream come true’: Wonderkid Minteh fulfils part of childhood dream for Gambia

By: Muhammed Lamin Drammeh

Newcastle United loanee and Gambia’s sensational wunderkind, Yankuba Minteh, who orchestrated the Scorpion’s epic second-half comeback against Congo on Sunday night to book a place in next year’s Africa Cup of Nations, has said this achievement is a dream come true as he has always aspired to help his country qualify for a prestigious tournament.

Hailing from Bakoteh, Gambia, Yankuba has been passionate about football since his childhood, and this achievement is a testament to his hard work and dedication.

The 19-year-old rapid and tricky winger was introduced in the second half after a dismal performance by the Scorpions, going two-nil down in the first half against Congo-Brazzaville, who were on the brink of ejecting Gambia out of the AFCON even before it started.

It was in the 78 minutes when things changed with Minteh orchestrating the comeback when he tapped in from Badamosi’s flicking header, to register his maiden goal for the senior national team.

The Gambia would then complete the comeback in the 90th minute when Badamosi headed in from Musa Barrow’s cross.

After the game, Yankuba Minteh appeared with tears of joy for accomplishing a childhood dream of helping the Gambia secure a spot in the biggest continental African football competition.

Speaking exclusively to The Fatu Network, Minteh said that the goal is a dream come true for him.

“I feel so good. This is a dream come true for me. As a child, I held this dream to have been part of history playing for my country and helping the country to qualify for the Africa Cup of Nations and World Cup,” Minteh told The Fatu Network.

Minteh further told The Fatu Network that he will continue working hard and help the Gambia in the upcoming FIFA World Cup qualifiers.

When quizzed about his maiden goals for both club and country in the same week, the youngster replied:

“More is pending. I want to continue scoring for both club and country. I will keep on scoring and making some assists for both club and country, In Shaa Allah,” he said.

On the last weekend before the international break, Minteh scored his first goal for Feyenoord FC against Utrecht in the Dutch League. He scored by calmly rounding off the Utrecht goalkeeper and slotting in the ball with his lethal left foot at the back of the net. The same fortune followed him to the Gambia National Team.

NA discards Judiciary Remuneration Bill 2023

By: Alieu Jallow

The Judiciary Remuneration Bill which was introduced by Attorney General and Minister of Justice, Dawda Jallow, on Monday, September 4th and put before National Assembly Members (NAMs) on Tuesday, September 12th for consideration and approval, has been rejected by parliament with 18 votes for and 21 against.

During the plenary session, the majority of the NAMs opposed the bill, with Hon. Almameh Gibba, the National Assembly Member for Foni Kansala, describing it as a threat to The Gambia.

“This bill is a volcano bill to Gambian people. Let’s trash this out and bury it 40 feet down. We don’t have to waste our time on this. We have to be honest,”

Most NAMs submitted their objections to passing this bill, while a few urged for it to be revised and introduced again before the August Assembly. The major points of contention include:

1. A Judicial Officer shall receive a salary, allowances, pension, or gratuity as outlined in the Act’s Regulations, and such payments will be charged to the Consolidated Fund.

2. The salary, allowances, and benefits of a Judicial Officer cannot be reduced during their tenure.

3. The pension or gratuity of a Judicial Officer cannot be reduced after they have left their position.

The following provisions are included in the bill:

1) While in office, the Chief Justice and judges will be given a fully furnished accommodation with utilities, without any charge or allowance.

2) The Chief Justice and judges will also receive additional payments for incidental expenses, including telephone and robing allowance.

During the plenary, 21 parliamentarians voted against the bill, while 18 voted for it to be scrutinized and passed. The bill has faced widespread opposition from the public and NAMs, who view it as discriminatory and a threat to democracy.

Kevin McCarthy Announces House of Representatives’ Decision to Launch Biden Impeachment Inquiry

By: Seringe ST Touray

Kevin McCarthy, the highest-ranking Republican in the US House of Representatives, has announced that the House will initiate a formal impeachment inquiry against President Joe Biden. McCarthy stated that the inquiry will primarily focus on examining “accusations of abusing power, obstructing justice, and engaging in corrupt activities” attributed to President Biden.

Republicans have been conducting investigations into President Biden’s actions since they gained control of the House in January. However, these investigations have not yielded substantial evidence of wrongdoing by President Biden.

They have, nonetheless, shed light on the business dealings of the president’s surviving son, Hunter Biden, which Republicans have questioned. Additionally, they have raised concerns about President Biden’s awareness of his son’s activities.

This marks the initial step in a political process that could ultimately lead to a vote on impeachment within the House of Representatives. If such a vote receives approval by a simple majority, it could potentially result in a trial taking place in the US Senate.

During a brief statement made at the US Capitol, Mr. McCarthy emphasized that there exist “serious and credible” allegations concerning the president’s behavior. He argued that when considered collectively, these allegations create a perception of a corrupt culture.

It’s worth noting that Hunter Biden is presently the subject of a federal investigation related to potential tax offenses linked to his foreign business interests.

NAMs Question Urgency of Judiciary Remuneration Bill

By: Alieu Jallow

Many National Assembly Members (NAMs) have questioned the Judiciary Remuneration Bill, which is being debated over by NAMs in parliament, with some criticizing its urgency as a tactic to take advantage of Gambians and manipulate them.

On Monday, September 4, the Attorney General and Justice Minister, Dawda Jallow, tabled the bill which seeks to make wide-ranging changes to the conditions of service for judicial officers. This includes providing lucrative allowances, pensions, vehicles, accommodations and even payments to spouses of judges who died in office.

The Hon. Minister and Attorney General Dawda Jallow urged the parliament to pass the bill, stating that the judiciary is the only organ of government without an act of parliament.

Hon. Sainey Jawara, NAM for lower Nuimi, argued that the bill is not budget-friendly for farmers and poor people and that he will not support it.

He stressed that many other priorities deserve attention.
The NAM for Sami questioned the urgency of the bill, arguing that many people are suffering and wish to address issues that affect the general public.

The debated bill is raising many questions from parliamentarians, who prefer to see an amendment of the draft that was flushed out in 2022 by the 5th legislature. They believe that passing this bill will set a precedent for other institutions to come up with their own bills, making it a piecemeal provision of the draft constitution.

Foni Kansala NAM Opposes Judicial Remuneration Bill

By: Muhammed Lamin Drammeh

The National Assembly Member representing Foni Kansala, Almameh Gibba, has strongly opposed the Judicial Remuneration Bill presented to the parliament by Attorney General and Justice Minister Dawda Jallow, describing the bill as a “volcano to Gambians” and called for its rejection, citing that it only favours a particular group of public servants.

Hon. Gibba was participating in the debate over the Judicial Remuneration Bill that will enable superior judges to have a lifetime salary even after their retirement.

He emphatically rejected the bill and urged the lawmakers to throw it out.

“This bill is a volcano bill to Gambian people. Let’s trash this out and bury it 40 feet down. We don’t have to waste our time on this. We have to be honest,” he said.

He argued that judges are not superior to teachers or soldiers as all of them are civil servants. Therefore, he suggested that the justice minister should prioritize civil service reforms instead of backing the bill that would only benefit a few. Moreover, he also argued that the bill is discriminatory because it does not apply to clerks working in the court who are also entitled to the same benefits as judges.

Gibba added that he is not against progressive laws, but against a bill that favours only a few people.

“I am not against the progression of the law. I am also not against the welfare of the judges or non-judges. But what I am not in for is to favour one cohort group and leave others”, he said.

The National Assembly Member for Kiang West also debated against the Judicial Remuneration Bill 2023 and called for the sanitation of the bill.

The Attorney General and Minister of Justice, Dawda Jallow made a second reading of the Judicial Remuneration Bill, 2023 today for the NAMs to debate over it. Most of the bills were part of the rejected draft constitution in 2020.

National Assembly FPAC orders MoH to produce payment voucher for over D1.6M in 72 hrs

By: Alieu Jallow

During the National Assembly plenary session, Hon. Alagie S Darboe, the Chairperson of the Public Finance and Account Committee (FPAC) of the National Assembly, presented the audit report on COVID-19 and as per the report, the Ministry of Health has been instructed to produce the payment voucher for D1.650,000 within 72 hours, failing of which the voting controller will reimburse the sum.

The Auditors have revealed that despite multiple attempts, neither the Accountant General nor the agencies could provide sufficient documentation for the mentioned amount.

Additionally, the FPAC has established the Ministry of Health to be responsible for the failure of payment of allowances to some personnel mentioned in their master list, under Section 109 of the 1997 Constitution of the Republic of The Gambia.

The FPAC audit report contradicts the reports provided by the ministry and has found an inaccurate number of allowances paid to frontline workers. The report revealed an excess payment of D1, 615,548 for two hundred and twenty-seven (227) personnel, while two hundred and seventy-five (275) staff were underpaid by D1, 485,565. This underpayment mainly affected staff in URR and CRR.

The committee concluded that the Ministry of Health did not provide sufficient and appropriate evidence to support the payment of allowances to some frontline workers. The auditors found an overpayment of D1,615,548 and recommended that the vote controller recover the amount immediately.

National Assembly Member (NAM) for Upper Fulladou Bakary B Kora emphasized that the Assembly cannot accept or tolerate issues arising from some institutions. Those found responsible should be held accountable.

“I expect us to come with strong resolutions to see people that are doing it because we cannot be receiving reports over and over again. Poor data, non-adherence, we have to be serious and move this country,” he said.

“Consuming Expired Foods Does Not Necessarily Lead to Health Complications,” FSQA Director Addresses Concerns About Expired Food Products

By: Dawda Baldeh

In a recent press briefing held at the Food Safety and Quality Authority (FSQA) headquarters in Kairaba Avenue, Director General Mamodou Bah shed light on the organization’s stance regarding expired food products. Contrary to some concerns, Bah clarified that while they acknowledge the issue, they are less alarmed about it than one might think.

The Director General began by emphasizing that not all expired food products pose an immediate threat to health. In his explanation, he pointed out that the “expiry” label primarily signifies that the manufacturer no longer guarantees the quality of the product after the specified date has passed. He stated, “Consuming expired foods does not necessarily lead to health complications; it simply means that the manufacturer no longer assures the product’s quality after the expiry date.”

When pressed for further clarification on the matter, Bah reiterated FSQA’s commitment to maintaining food safety standards. He emphasized that the authority continues to rigorously inspect foods in the market to ensure consumer protection.

However, Bah also underscored that FSQA’s level of concern regarding expired food products is in line with global practices. He clarified, “We share a similar perspective with other countries when it comes to expired food products.” Bah went on to emphasize that while expired food products might not be an immediate health hazard, they can still pose health risks.

Health experts have pointed out that consuming expired foods or products past their best-before dates can expose individuals to harmful bacteria, potentially leading to symptoms such as vomiting, diarrhea, and fever, among others.

Despite this, Bah clarified that FSQA is not advocating for the consumption of expired food products in any way. He stated unequivocally, “We do not condone, encourage, or allow the sale or consumption of expired food products.” To enforce this stance, the authority actively confiscates and destroys expired food products. Additionally, Bah noted that anyone found involved in selling expired food products will face prosecution.

Furthermore, Bah urged the public to play a role in maintaining food safety by reporting any suspicious activity involving expired food products. This collaborative effort between authorities and the public is essential for safeguarding the well-being of consumers.

In summary, the FSQA Director General, Mamodou Bah, provided clarification on the issue of expired food products, emphasizing that while they do not necessarily lead to immediate harm, they are not encouraged or endorsed by the authority. FSQA remains committed to its role in ensuring food safety and encourages public vigilance in reporting any concerning incidents involving expired food products.

‘Y’all [sic] should be ashamed of yourselves’: Activist Dukureh tells NAMs who support FGM/C

By: Muhammed Lamin Drammeh

Jaha Dukureh, a prominent anti-FGM/C activist, has reacted to the lawmakers’ motion to repeal the law that prohibits the practice of female genital mutilation/circumcision, claiming that they should be “ashamed” of themselves because FGM is harmful and wrong.

Earlier today, over ten National Assembly Members in parliament, expressed their displeasure over the law that prohibits the practice of FGM/C and called for a repeal of the act to make it a choice for whoever wishes to practice it.

In her reaction on X, formerly Twitter, she reacted to the statement of Honourable Sulayman Saho and the members who supported the motion, saying that they should be ashamed.

“He [Sulayman Saho] claims that the law was passed because of the funding from the West. In all honesty, ain’t [sic] you guys tired of making the same claim over and over again?

“Y’all should be ashamed of yourselves. FGM is harmful and wrong. It is simple. And it’s the men in our muffins again,” she wrote.

She went further to say that they will go against them in the next election.

“I assure these politicians who think this is a way of silencing us. In 2026, we will run against you lots and this time, we are coming for your jobs,” she said.

Jaha, who has been cheered for her role in the campaign to end the practice of FGM/C that led to its banning in the Gambia in 2015, said “a lot of them” are needed in the parliament. She expressed regret for not contesting in the April 2022 National Assembly Elections.

Earlier today, the National Assembly Member for Baddibu Central, Honourable Sulayman Saho, moved a motion in parliament expressing concern over the banning of FGM and its consequences in society. This came after an arrest of three women in the Central River Region for violating the law that prohibits the act.

He was supported by other parliamentarians, including three women, who all agreed with him that it should be a matter of choice instead of criminalizing it.

Inspector General of Police Highlights Gains and Challenges in Police Reform Efforts in The Gambia

Reform, Policy Development, Capacity Building, and Infrastructure Development are Key Focus Areas

The Inspector General of Police (IGP) of The Gambia Police Force (GPF), Mr Abdoulie Sanyang, delivered a significant speech during the inauguration of newly reconstructed Model Police Stations in Serrekunda and Bundung. These police stations, funded by the European Union and implemented by GIZ, signify a pivotal moment in the ongoing Security Sector Reform (SSR) process in The Gambia.

A Paradigm Shift: Commitment to Reform

IGP Abdoulie Sanyang reiterated the unwavering commitment of the GPF to the SSR process under his leadership. The newly inaugurated model police stations reflect this commitment by providing a more conducive working environment for officers and adhering to human rights standards, aligning with the government’s SSR objectives.

A People-Centered Approach

The IGP emphasized that the GPF is transitioning from “business as usual” to a people-centred approach to policing. He noted that the GPF’s commitment to reform is unwavering, aligning with the new Police Doctrine. The force’s new vision statement, “To be a professional, accountable public service, respecting human rights and the rule of law,” reflects their dedication to becoming a people-centred and human rights-friendly institution.

Reforms and Specialized Units

The GPF is implementing various reforms to enhance operational effectiveness. One noteworthy initiative is the creation of hybrid police stations, currently in the pilot stage, aimed at improving the efficiency of stations, especially those near the borders. Additionally, specialized units like the Canine Unit, equipped with police dogs imported from Spain, are being formed to handle protective duties, search and detection, crowd control, and more.

Efforts are also underway to address the high rate of traffic offences and road accidents, including the establishment of a Highway Patrol sub-unit within the Traffic Unit.

The creation of specialized units like the Special Investigation Unit, International Affairs Unit, and Crime Scene Investigation Unit aims to increase efficiency and expertise within the force.

Policy Development and Standardization

To reinforce and sustain the reform goals, the GPF has developed over 30 policies and Standard Operating Procedures to guide core business processes. These policies cover areas such as the Code of Conduct, arrest and detention procedures, community policing, and selection and recruitment policies. The IGP has issued binding directives on administrative and operational matters to address policy gaps.

Investing in Training

Acknowledging the importance of training, the GPF is prioritizing the establishment of a Police Training Village. This facility will serve as a one-stop centre for various types of training and address the challenge of a lack of a training centre for all services under the Ministry of Interior. The GPF has acquired the land for this project and seeks support from the government and development partners.

Gains and Challenges

While substantial progress has been made in the SSR process, resource constraints and funding remain significant challenges. The IGP called on the gathering for more support to optimize the performance of the Police Force. IGP Sanyang noted the widening democratic space in The Gambia but expressed concerns over the misuse of this freedom. He emphasized the collective responsibility of preserving peace and security in the country and urged citizens to discourage derogatory speech, hate speech, and false information.

Collaboration with Communities

The IGP stressed the importance of community involvement in security matters, urging the embedding of Security Sub Committees within Village Development Committees. This approach aims to enhance collaboration between the police and the public, resulting in a broader security and safety net for all Gambians.

Acknowledging Partnerships

IGP Abdoulie Sanyang expressed gratitude to His Excellency, President Adama Barrow, the European Union, and GIZ for their support in these developmental projects. Collaboration with international organizations like the Geneva Centre for the Security Sector Governance (DCAF), GIZ, the Spanish Police, and the German Police Support Team has played a vital role in advancing the SSR process.

The ongoing SSR process under IGP Abdoulie Sanyang’s leadership demonstrates The Gambia Police Force’s dedication to modernizing and professionalizing policing in the country, ultimately ensuring the safety and security of its citizens.

National Assembly FPAC recommends NDMA director account for remaining Covid-19 food distribution stock balance within 10 days

0

The audit report of the Public Finance and Accounts Committee of the National Assembly of The Gambia has recommended that Mr. Sanna Dahaba, the Executive Director of the National Disaster Management Agency (NDMA), account for a ten-day stock balance made during the COVID-19 food distribution campaign.

Due to the COVID-19 pandemic, many countries faced major setbacks. As a result, donor agencies in The Gambia provided relief packages to support vulnerable groups in the country. In collaboration with the National Disaster Management Agency (NDMA), the Government of The Gambia financed the cost of food commodities for COVID-19 emergency food support to vulnerable Gambian citizens.

The NDMA, being the national disaster institute, was responsible for the transportation and distribution of food items from the Assembly Centre (AC) to the vulnerable Gambian citizens through the identified Distribution Points (DPs).

As of 31st October 2020, the Accountant General’s department had paid a total of GMD27 million in relation to the transportation and distribution process in the West Coast Region and all households in the North Bank Region, Lower River Region, Central River Region and Upper River Region.

During their findings, the FPAC discovered that the Regional Disaster Coordinator of the West Coast Region reported that the stock balance of 389 bags of sugar was kept in the NDMA store, out of which 323 bags were claimed to have been collected by the Executive Director of NDMA, leaving a balance of 66 bags that were distributed to flood victims.

The report also highlights that there were excessive delays in the distribution of food items in LRR and WCR, leading to some of the food items being contaminated. The agency reported a total of 569 bags of rice and 66 bags of sugar confiscated by the Food Safety and Quality Control Authority (FSQA) alleging that they were not fit for human consumption. The agency equally failed to provide certificates of the confiscated items to auditors for review.

Based on the evidence obtained by the auditors and lapses identified, sufficient information and documentation were not received from NDMA to substantiate the transportation and distribution of food relief to vulnerable households. The committee recommends that the Executive Director of NDMA, Sanna Dahaba, must account for all the remaining stock balances within 10 days.

In conclusion, the committee discovered that the storage and distribution process did not fully comply with the laws and regulations that govern them. The distribution process was not carried out fully in compliance with the Stores Regulations and Essential Commodities Emergency Powers Regulations 2020, and the President’s.

Madi assails govt ‘prodigal’ spending on travel, rent

By: Hadram Hydara

The Chairperson of the National Assembly Standing Committee on Human Rights and Constitutional Matters, Honourable Madi Ceesay, who is also an elected National Assembly Member (NAM) of the main opposition United Democratic Party (UDP), has stated that the Gambia government needs to reduce its spending in order to make progress, as the country’s resources are limited, pointing out that funds meant for development are being redirected towards travel and rent expenses, instead of being invested in development sectors.

Madi expressed concerns about the Gambian government’s excessive spending on travel and rent, both within and outside the country.

In 2020, as per the figures obtained by The Fatu Network from a source close to the Finance Ministry, the government spent D54.9 million on rent within the country, and this amount increased to D63.5 million in 2021 and D66 million in 2022.

For offices located outside the country, such as embassies, the government spent a total of D212.8 million on rent in 2020, D182 million in 2021, and D194.3 million in 2022. Over the course of three years, the government spent a total of D184.5 million on rent for offices located within the country and D589.1 million on rent for embassies. Overall, the government spent a combined total of D773.5 million on rent, both inside and outside the Gambia.

“My reaction to government’s spending has always been this, from day one when I went to parliament, I said the government needs to its expenditure because our resource envelope is tiny.

“If we want to be progressive, we must watch our expenditures,” he said.

Instead of prioritizing investing in development projects, he criticized the government for prodigal spending on overseas travel and rent, suggesting that overseas travel be curbed to address the issue.

“Monies that are supposed to go to development sectors are not going to development sectors. Rather, it is going into expenses like travel and rent.

“And how we can curb that is for government to limit the travels, and also downsize the delegations that travel, whether it is to UN meetings or AU meetings; government needs to downsize the number to cut the expenditure of travels,” Mr Ceesay told The Fatu Network, adding that “Travel expenditures are pegged on air tickets, per diems, hotel accommodations, so if the number is limited, then the spending would also be limited”.

GAP Congratulates Scorpions on their Back-to-Back AFCON Qualifier

By: Dawda Baldeh

The opposition Gambia Action Party (GAP) under the leadership of Musa Ousainou Yali Batchilly, has joined the country to congratulate the national team (Scorpions) on their draw against Congo Brazzaville which earned them a back-to-back qualification for the African Cup of Nations to be played in Ivory Coast next year.

“Our journey to the second consecutive AFCON competition was a rich narrative of perseverance, resilience, and unyielding passion, thanks to Yankuba Minteh and Muhammed Badamosi for their timely intervention in the stoppage time,” stated Batchilly.

“I am thrilled to extend my heartfelt congratulations to our remarkable national football team for their incredible victory against Congo in the AFCON qualification match held on September 10, 2023,” the GAP leader said in a statement.

He described the victory as a testament to the dedication and spirit of Gambian football.

Mr. Batchilly added that the journey to qualification was not an easy one, but the boys showed tremendous resilience and determination throughout the game, sealing the deal with a crucial draw.

However, the GAP leader also used the opportunity to extend the party’s condolences to the people of Morocco who lost their loved ones due to the recent earthquake incident.

“Our thoughts and prayers go out to those who have lost their lives and to all those affected by this natural disaster. Let us remember that in times of hardship, the strength of the human spirit prevails, just as our team has demonstrated on the football field,” he urged.

He thanked Gambians for their support to the national team and encouraged all to continue supporting the Scorpions as their journey to the 2024 Africa Cup of Nations continues.

This continental competition displays the collective strength of African nations which exposes talents, unity, and sportsmanship among the competitors.

In 2022, the Scorpions made their debut appearance in AFCON in Cameroon where they finished 6th position after suffering a 2-0 defeat against the host country Cameroon at Japoma Stadium in Douala.

Marrakech’s hero Badamosi: ‘I believed that I was going to help the team’

By: Muhammed Lamin Drammeh

Muhammed Badamosi, the hero for the Gambian national football team in Marrakech, who came off the bench to assist and score a last-minute goal against Congo-Brazzaville in a dramatic second half of football last night, revealed that he knew he was going to make a difference in the game, but he never thought he would score the winning goal securing a spot for the Gambia in the 2024 Africa Cup of Nations.

The Gambia went down two-nil in the first half, a result that created trepidation among Gambians almost throughout the game because the team needed a point to go through.

“I feel very happy. It is a mixed feeling. I feel emotional and then happy. Alhamdulillah God did it. I cannot say much. I believe that we will come back. I was like okay I believed that when I came, I was going to help the team, but it was not something I pictured being this way, like six minutes to go and score this goal.

“I just want to express my gratitude to everyone for the support and my teammates,” said the emotional Badamosi after the game while in a joyous celebration.

Badamosi assisted Yankuba Minteh’s 78th-minute goal with a flicking header after coming on the pitch with the Gambia already down two-nil. The goal provided hope for the team as they chased the game in the final minutes.

When the Congolese began believing that they would be going to the continental showpiece with a win over the Gambia, new Al-Taowoon signing, Musa Barrow curled in a sumptuous cross in the Congolese box and Badamosi jumped above everyone on the pitch and headed in a 90th-minute goal, which sent the Gambians into a wild jubilation.

It was only his second goal for the senior team, but a goal that will probably be his most important goal for the national team. It left the Congolese dejected and disappointed, while the Gambians jubilated for what is now a second consecutive qualification to the Africa Cup of Nations for the Gambia.

Tom Sainfeit won the Belgian tactical battle with his countrymate, Paul Put, who was in the dugout for the Congolese. Paul is a former head coach of the Gambia national team.

NAMs frown at banning FGM/C in Gambia, call for repeal of law

By: Muhammed Lamin Drammeh

Following the sentencing and fine of three female circumcisers in the Gambia last week, several National Assembly Members (NAM) of the Gambia, including some women lawmakers, today frowned at the banning of female genital mutilation/circumcision in the Gambia, calling for a repeal of the law, suggesting that it should be a matter of choice instead of a criminal act.

The National Assembly Member for Baddibu Central, Sulayman Saho, moved the motion of the day and read a statement against the banning of FGM, noting that it has brought discomfort to society.

Honourable Saho noted that it should be a matter of choice instead of arresting people and bringing them before the courts.

“Hon. Speaker, we need dialogue on this matter instead of arresting our mothers and sisters to be arranged before the courts. This is creating discord among us.

In my opinion, it should be a matter of choice instead of banning it because of funding received from the West. If you are of the opinion that to help the women, why not support them with materials for sanitation? Banning the act is like a recipe for discord in our society,” he said.

On her part, the National Assembly Member of Foni Brefet, Honourable Amie Colley, who said she was speaking for the people of Foni Brefet, explained that the women in her constituency said they do not support the law prohibiting the practice of female circumcision.

“As a Muslim woman, I am ashamed to stand in the August gathering to talk about circumcision, to talk about the secret of women.

I am speaking with the voice of the people from Foni Brefet and Gambia at large. My people said they don’t like the idea of banning female genital mutilation. What they want is to let this practice be neutralized. If any tribe wants to practice circumcision, you do it. If you don’t want to, leave it,” she submitted to the parliament.

Several other National Assembly Members, including the member of Latri Kunda Sabiji, Kiang West, Brikama South, and nominated member Fatoumatta Jawara, all submitted against the banning of the FGM.

Female Genital Circumcision has been banned in the country by the former President, Yahya Jammeh. However, it has recently generated controversy when some women were arrested for practising it.

No member of the parliament disagreed with the motion moved by Sulayman Saho, against the banning of the practice. The members are not working on repealing the act.
