Africa: Rwanda’s Kagame Confirms Run for a Fourth Term After Almost 30 Years In Power

By: The Fatu Network Editorial

Rwandan President Paul Kagame has publicly declared his intention to seek a fourth term in the upcoming elections, scheduled for August 2024. This announcement marks the first time Kagame has confirmed his candidacy.

In an interview with the French-language magazine Jeune Afrique, the 65-year-old president expressed his gratitude for the confidence Rwandans have placed in him, stating, “I am happy with the confidence Rwandans have shown in me. I will always serve them as long as I can. Yes, I am indeed a candidate.”

Prior to this announcement, Kagame had not openly disclosed his electoral plans, but he had orchestrated controversial constitutional amendments that permitted him to serve a third term and potentially extend his rule until 2034. Kagame, a former rebel leader, has effectively led Rwanda since the conclusion of the devastating 1994 genocide.

Having secured over 90% of the vote in the 2003, 2010, and 2017 elections, Kagame has maintained a strong grip on power. Despite Rwanda’s claim of being one of the most stable nations in Africa, human rights organizations have accused Kagame’s government of ruling by fear, suppressing dissent, and hindering freedom of expression.

Addendum: The Gambia Government Spokesperson Sankareh on West Coast Radio Thursday, September 14

OPINION

By: Musa Bassadi Jawara

Addendum: I revisit below an article published on my Facebook page on September 14, in response to government spokesperson Sankareh’s West Coast Radio interview with Peter Gomez.

I deemed it necessary to add a few lines to it in light of the Inspector General of Police’s press release for taking full responsibility for government spokesperson Sankareh’s utterances. First off, let me seize this moment and extend my heartfelt condolences to IGP Sanyang, this is a difficult period for his department. IGP and his team put their lives in harm’s way for the rest of us to live in a peaceful and secure environment!

To demystify the delusions or misconceptions in IGP’s press release for taking full responsibility for Sankareh’s infamous radio interview. IGP Sanyang, it’s not the factual accuracy of Sankareh’s utterances that are at issue, but for an official of his status to be callously and in an inept fashion divulging information in an ongoing investigation, particularly in a murder case that shook the entire nation.

Sankareh’s conduct is inexcusable. Period! IGP Sanyang, I fervently believe your office must not take responsibility for this morass and sensitive information debacle. Let’s put this in the proper context: what a presidential spokesperson does in the discharge of his official functions, the highest ethical and professional standards must be applied at all times. In this sad situation, two human beings have lost their lives, and one is gravely injured. Professionalism and prudence dictate – investigations are directed to logical conclusions; the suspect made a court appearance before any information release, and so on. For the suspect to be under the employ of the Brikama Area Council, why that’s relevant to the investigation is worrisome and insinuates the culpability of political opponents. It’s despicable and reprehensible and must not be brushed under the carpet.

After sober reflections on the matter, it’s my optics that the IGP’s office press release cannot repair the damage done to the authenticity and veracity of the investigation. It’s surreptitious for a country’ Republican Institutions to be exposed to so much ineptitude and mediocrity.

There has to be accountability and redirection from National Authorities to reassure the population. The people are tired and hungry! The Gambian people must stop denigrating and excoriating one another!

Let’s put an end to the endless bickering and witch-hunt and, address poverty and insecurity of the citizenry. There is so much work to be done, folks… The Gambia is one of the poorest and, concurrently one of the most vindictive societies on the globe! In this country, our situation and living conditions are saddled with poverty, hopelessness, destitution, insecurity, hunger and illiteracy among others. If we put an end to partisan identity, we must strive to do better and instead focus on helping the Gambian people persevere through hard economic times.

We must reverse this fatalistic course and fashion out a new one with peace and prosperity for all, regardless… party affiliation. All the above must be anchored in and facilitated by the rule of law!

*****************************************************

The Gambia Government Spokesperson Sankareh
on West Coast Radio Thursday, September 14!

Friends, I’m astonished and bewildered with disbelief after listening to the interview by government Spokesperson Sankareh, on West Coast Radio with Peter Gomez. The sheer callousness and cavalier approach by the spokesperson in divulging information obtained by investigators from a murder suspect who is yet to make a court appearance is a major security bridge!

In the United States, a presidential press secretary making these kinds of revelations in an active ongoing investigation will be fired with terrible consequences. Whatever the political endgame at the Statehouse as far as this shooting incident is concerned, must be pursued with prudence and devoid of political manoeuvres. It can boomerang in a competent court of law. For American Juris Prudence, the revelations of Mr. Sankareh would have sent the prosecution’s case on live support!

Let the evidence in the case be presented in court without interference, coercion or manipulation. Evidence tampering and cover-up are deemed more serious than the crime! May God forbid after innocent young souls were mowed down tragically and one suffered terrible wounds!

Ghana Leads Among African Nations with the Highest IMF Debt

By: The Fatu Network Editorial

Ghana continues to hold its position as the African country with the highest level of debt to the International Monetary Fund (IMF).

Based on data from the IMF’s Quarterly Finances report for July 2023, Ghana’s debt to the IMF has increased by 35.55% during the specified period. This amounts to 9.55% of the total loans, equivalent to 17.68 billion Special Drawing Rights (SDRs), still owed by African nations to the IMF.

Among the top five categories of outstanding loans as of July 31, 2023, Ghana’s Special Drawing Rights (SDR) balance was $1.689 billion, surpassing the previous figure of $1.246 billion recorded as of April 30, 2023. It is worth noting that Ghana had repaid SDR 8 million to the IMF, with SDR 1 equaling US$1.34294.

As of the same date in 2023, Kenya and the Democratic Republic of the Congo held the second and third positions in terms of the largest outstanding loans to the IMF among African nations. Kenya’s debt to the IMF stood at SDR 1.008, while the Democratic Republic of the Congo owed the IMF SDR 1.142 billion.

Sudan and Uganda maintained their fourth and fifth positions with projected exposures to the IMF of SDR 992 million and SDR 812 million, respectively.

The remaining 11.32 billion SDRs were owed to the IMF by the rest of the African countries.

WASSCE 2023 Results: 316 More Candidates Meet University Entry Requirements Compared to Last Year

By: Dawda Baldeh

The Ministry of Basic and Secondary Education (MoBSE) has officially released the 2023 West Africa Senior Secondary School Certificate (WASSCE) Grade 12 results, revealing that an addition of 316 candidates who sat for the exam have met the university entry requirements compared to last year.

The Ministry issued this announcement through a press release obtained by our medium on September 18, 2023.

These results signify a significant milestone in the academic journey of the students, as highlighted by the ministry.

According to the press release, a total of 17,201 candidates registered for the 2023 WASSCE, with 16,405 candidates taking at least one subject. Among these, there were 60% female candidates and 40% male candidates.

The MoBSE stated, “This year’s results have demonstrated an improvement in the number of candidates achieving 5 credits or more, which meet the university entry requirements, with a slight increase of 316 candidates compared to last year’s results.”

“Across the nation, girls continue to excel academically, representing 60% of the total 16,405 candidates who sat for the exam. Among the candidates who achieved 5 credits or more, 53% are girls. This achievement underscores another significant advancement in the education of the girl child.”

The MoBSE also reported an increase of 110 students with credit in mathematics compared to the 2022 results. They commented, “This upward trajectory highlights the dedication and potential of our students in this crucial subject, although there is still room for improvement.”

However, the MoBSE raised concerns about the weak performance of candidates in the English language. “This trend has persisted over the past three years, both in terms of credit and pass rates. The MoBSE is committed to addressing this issue by enhancing the proficiency of our students in the English language,” the press release concluded.

Determined to Change the Fishing Status Quo: Sheriff Gibba Risks Losing His Investment in a Fishing Boat Unless…

By: Zackline Colley

Sheriff Gibba, a resident of Kanifing South, is determined to address the challenges faced by young fishermen due to the lack of Gambian fishing boats operating in the sea. However, he is now at risk of losing his investment in a fishing boat construction project unless urgent support is provided.

Gibba, who aims to change the status quo by providing his younger brother, a fisherman, with a fishing boat to alleviate constant fish scarcity in the local market, is pleading for immediate assistance to complete the boat’s construction, which is in its final stages.

In an interview with The Fatu Network, Gibba explained that his younger brother had requested a fishing boat, and due to his own financial limitations, he had taken out a loan to initiate the boat’s construction. He said, “I took a loan from the Gambia Credit Union to help build a fishing boat for my younger brother, enabling him to earn a living and support the family.”

Receipts of purchased materials for the boat, obtained by The Fatu Network, indicate that Gibba has already spent a total of D109,750 (one hundred and nine thousand, seven hundred and fifty dalasi).

However, he couldn’t complete the construction as his mother fell ill, and he had no choice but to use his funds to cover her medical expenses, which left him financially drained.

Gibba mentioned that he had exhausted his savings after paying for his mother’s medical bills, which eventually impacted the progress of the boat construction. The situation has left him with no alternative but to openly seek support to complete the boat.

Despite the challenges, Gibba remains optimistic that with the necessary support, he will be able to finish the boat’s construction and provide it to his younger brother, who is passionate about fishing. He revealed that over the past seven months, he has tried every possible means to complete the boat’s construction, including reaching out to various philanthropists, GSM operators, and the Ministry of Youth and Sports, but without success.

OPINION: The Gambia Habeas Corpus

0

OPINION

By: Musa Bassadi Jawara

The terrible events of last week are now morphed into rumors, fabrications and even lies on social media. It’s regrettable and lamentable to note that lives have been lost and terrible maiming of a person occurred. Given this proviso, authorities in charge of the investigation must move with dispatch and uphold the constitutional requirement of habeas corpus and bring the murder suspect before a judge. The 1997 constitution time – mandate is 72 hours and come what may …. this should be observed and adhered to without delay!

The argument regarding evidence collection and relentless investigation disregarding the dictates and printed letters of the constitution are acerbic to the rule of law.

When a murder suspect confessed to a crime, preponderance of evidence or paucity of evidence is superfluous! What’s of paramount significance is the application of justice under law.

In the Sukuta Traffic Light shooting case, court proceedings must commence in earnest. This should put an end to social media’s wild conspiracy theories and deliver justice fairly and expeditiously. Let’s remember: “justice delayed is justice denied”!

I hope the police & judicial authorities of The Gambia 🇬🇲 take note of the above passages seriously and take action without delay!

GAP Leader Calls for Unity, Justice, and a Safer Gambia

By: Zackline Colley

The Secretary General of the Gambia Action Party (GAP), Musa Yalli Batchilly, has called for a safer Gambia characterized by unity and justice.

In a statement shared with the Fatu network, the politician expressed his condolences for the tragic loss of two police officers who lost their lives after being shot on the Sukuta Jabang highway. He also shared his views on what he referred to as the promotion of hatred and violence towards officers in uniform.

“In these heart-wrenching times, as we mourn the tragic loss of three brave police officers and pray for their souls to find eternal peace, we find ourselves confronted with an unsettling reality. There are voices among us, individuals who praise the shooter and propagate messages of hatred and violence towards our own police force. This cannot be the path we choose for our beloved Gambia,” he noted.

Musa Batchilly called upon the Gambian government to take action in apprehending any individuals who had a hand in the shooting of the young police officers, which resulted in their deaths.

“We must send a clear message that such behavior will not be tolerated in our society. These individuals must be held accountable for their words and actions,” he added.

Batchilly pointed out that individuals who speak savagely about the Gambia police force and other security personnel are likely to cause harm if their actions are disregarded.

“We must recognize the grave danger these individuals pose to our nation. Those who can speak so callously about our police force, our protectors, have the potential to harm us all if given the opportunity. We cannot ignore this threat, and we must act swiftly to neutralize it. It is my firm belief that as a nation, we can rise above this divisiveness. We can unite in our grief for the fallen officers and in our determination to ensure justice prevails. Our police force deserves our utmost respect and support. They put their lives on the line daily to safeguard us, and their sacrifices must not be in vain.”

The renowned politician called on the Gambian people to remember that the strength of the nation lies in its unity and commitment to justice. He believes that together, the people can create a safer Gambia for all its citizens, urging everyone to stand together as a united front against hatred, violence, and divisions.

“In the face of adversity, we can emerge stronger. This is the Gambia we envision, and this is the Gambia we must build together,” The GAP leader concluded.

Gambia National Female Football Team Departs for Morocco in Preparation for Namibia’s Game

By: Alagie Cherno Suwareh

The Gambia’s female football team has departed for Morocco in preparation for their upcoming match against Namibia in the Africa Women Cup of Nations second-round qualifiers for 2024. The team were scheduled to arrive in Rabat via Casablanca through Air Morocco at 6:50 am on September 18, 2023.

The Female Scorpions are set to commence their campaign on September 21st at the Complexe Sportif Prince Heritier Moulay Al Hassan in Rabat, Morocco. They will face off again three days later, on September 24th, at the same venue,” according to a statement from the Gambia Football Federation (GFF).

After four months of intensive training, the female team is eager to bounce back from a 6-1 defeat against the Moroccan team. They also aim to recover from losses in two previous matches. In contrast, Namibia has a strong track record against Gambia’s female team, with one win and one draw in their two previous encounters. Namibia recently turned their form around after losing two matches, securing a win and a draw in their most recent fixtures.

This upcoming match marks the debut for Gambian-born coach Yaya Manneh, who was appointed shortly after serving as the assistant head coach for The Gambia U20 team in the recently concluded U20 World Cup and Afcon U20 Cup.

In an interview with TFN reporter Alagie Cherno, Coach Yaya expressed the team’s readiness to compete, stating, “Despite not receiving the respect we deserve based on our previous records, the team is prepared and determined to secure maximum points against our opponents.”

Should the new coach manage to secure victories for the Female Scorpions in both matches against Namibia, it would be a significant achievement. Prior to his arrival, the team suffered an 8-0 and a 2-1 defeat against Cameroon in both legs, along with an embarrassing 7-1 loss to the Moroccan team in the same competition.

OPINION: I am in genuine solidarity with the United Democratic Party (UDP)

Opinion:

By: Modou Mboob

With this write-up, I wish to express my unwavering solidarity with The Gambia’s main opposition party, UDP. The recent arrest and witch-hunting occasioned against top UDP members are really unfortunate, unfair and unjust from the look of things. An arrest that’s done with malicious intent is inequitable and unacceptable even if the charges are in fact true because actions are judged based on intentions. It’s unfair to arrest an individual for merely expressing his thoughts as this violates the commonly known Fundamental Human Rights principle- freedom of speech and expression. Today, The Gambia cannot afford to relapse into dictatorship when we’ve already made significant progress in surmounting the menace.

Mr. President Adama Barrow, I am a fan of your leadership because of your peaceful personality. I voted for you in both elections because I trust with your leadership The Gambia can maintain peace until the time comes for a true leader to surface. However, I am not happy with the way your government is treating the main opposition of the country. Please note that the oppositions are not your enemy neither are they enemies of the state. Looking at the significant roles oppositions ought to play in holding governments to account, you should in fact consider them as your friend because if you listen to them carefully they (opposition) should help you grow as a leader.

To the UDP leadership, I wish to commend your approach in handling the ongoing unfair treatment of your members; and I encourage you to never relent in pursuing justice through legal means. Despite the fact that I don’t agree with Mr. Darboe on many aspects of governance, he must be commended for his love for The Gambia and his desire to maintain peace. Sir, please keep your head up high for people are watching from a distance.

To the security officers, if you haven’t learned your lesson from your colleagues from the past regime, then you’re yet to learn. As police officers, you are obliged to ensure that the citizens are safe and protected, and it’ll be very disturbing if you’re seen doing exactly the opposite of what’s expected of you. Tomorrow, you’ll be asked how you protected the people you were mandated to protect. At this point, ask yourself what your response would be.

To the UDP members, please tone down the way you criticize the government as the way you express yourself goes to show who you really are. You belong to a party full of talent and drive, but The Gambia is not ready for the kind of tone of some members within the party.

Furthermore, this’s the time I expect all other genuine political parties to condemn what’s going on irrespective of whether you’re in alliance with the government or not. We should be truthful and honest with the people we work with, for honesty is the best policy. Injustice against one person must be seen as injustice against everyone. This’s the way to go, Gambia!

In conclusion, I hope the above message serves a purpose to all parties involved in making the Gambia’s political atmosphere very unconducive at the moment. We deserve better! Thank you.

Fa Inna ma’al usri yusra!

Best regards,
Modou Mboob.

“Let the Police Execute Impartial Investigation” – Hon. Ceesay Warns Against Politicizing Shooting Incident, Cautions Against Jeopardizing Investigations

By: Dawda Baldeh

Less than 24 hours after the government spokesperson, Ebrima G. Sankareh, gave an interview on West Coast Radio, where he disclosed key details about the tragic shooting incident along Sukuta-Jabang Highway involving a suspect who is currently in custody, Omar Ceesay, a former National Assembly Member representing Naimina East Constituency for the Gambia Democratic Congress, shared his concerns with The Fatu Network.

He emphasized that politicizing the case could jeopardize the ongoing police investigations and urged everyone to allow the authorities to conduct an impartial inquiry to uncover the truth.

Ceesay cautioned against prematurely turning this case into a political issue, stating, “Politicizing the case will jeopardize the investigation. It’s premature, unprofessional, and unjust to pass judgment at the early stages of the investigation. The police must be allowed to uncover the truth surrounding the case.”

Ceesay also alleged that some political elites are attempting to politicize the incident. He singled out government spokesperson Ebrima G. Sankareh and youth adviser Lamin K. Saidy, along with other officials within the government structure, for implying the involvement of opposition figures in the case. He expressed his dissatisfaction with this insinuation, stating, “Baselessly insinuating the involvement of the opposition at this stage of the investigation is unfair and unwarranted.”

While some individuals have voiced suspicions that the shooting incident was politically motivated, Hon. Ceesay accused certain government officials of pointing fingers at the opposition prematurely. He expressed concern that this political angle could undermine the credibility of the investigation.

Hon. Ceesay reiterated that this tragic incident should be treated as a matter of security concern, requiring individual and collective efforts to address it without letting emotions and political considerations cloud the pursuit of justice.

Following the government spokesperson’s interview with Peter Gomez on West Coast Radio regarding the case, numerous social media commentators have called on Sankareh to refrain from commenting further on the matter and allow the police to continue their investigation, with updates being provided through their Public Relations Officers.

In this difficult time, the police extended their deepest condolences to the grieving families of the fallen officers and offered their prayers, hoping that Allah would grant them a place in Jannatul Firdaws.

“They Surveyed Several PIU Posts and Wanted to Kill Dozen Officers” – Ebrima G. Sankareh

By: Dawda Baldeh

Ebrima G. Sankareh, the spokesperson of the Gambian government, has revealed that the suspected gunman responsible for the tragic killing of two paramilitary officers, leaving one female officer seriously injured, and his co-conspirators had meticulously surveyed multiple paramilitary posts with the sinister intention of causing harm to numerous officers.

Sankareh disclosed these startling revelations during an interview with Peter Gomez on the widely followed ‘Coffee Time’ morning show at West Coast Radio.

The spokesperson disclosed that the alleged assailant had been present and actively participated in a recent demonstration during the last court hearing in Banjul. He also mentioned that multiple suspects were identified and subsequently arrested the night before his interview. While not divulging specific details, Sankareh likened the information to an overwhelming deluge, evoking the American term “TMI” (Too Much Information).

“Last night, several suspects were identified and arrests were made. I’m not going into details of what I have but the information is overwhelming as what the Americans say TMI (Too Much Information). I can tell that had the alleged gunman succeed, he and his co-conspirators there would have been chaos and confusion in this country. For a good one week, they were surveilling paramilitary posts and they wanted to kill a dozen paramilitary officers, that was the motivation,” Sankareh said.

He emphasized that had the suspected gunman and his co-conspirators succeeded in their plan, the country would have plunged into chaos and confusion. Over the course of a week leading up to the incident, they had meticulously surveilled paramilitary posts, harboring the sinister motive of eliminating a dozen paramilitary officers.

This incident has understandably deeply concerned the security forces, leaving the general public anxiously awaiting an explanation for the motive behind this tragic event.

The government’s spokesperson underscored that the police are steadily uncovering evidence pertinent to the case. He urged individuals who had knowledge of the perpetrator’s confidants and any information they might have to promptly report to the nearest police station.

Moreover, Sankareh disclosed that the suspect was met by co-conspirators at a local mosque in the vicinity immediately after the shooting incident. These individuals provided the assailant with a getaway vehicle, which was used to transport him to a remote forested area in Casamance for safety. Sankareh praised the cooperation of Mr. Bojang in the investigation process.

He affirmed that the preliminary information gathered by the police is highly compelling, reflecting their satisfaction with the progress made. In response to reports of alleged celebrations on social media, Sankareh firmly stated that anyone rejoicing in this crime should consider seeking psychological evaluation, emphasizing the gravity of the situation.

While the nation mourns the untimely loss of these valiant officers, Sankareh called on every Gambian to perceive the officers as family, acknowledging their ultimate sacrifice for the country. He reiterated the government’s commitment to upholding democratic principles and the rule of law.

President Adama Barrow, under the banner of a democratic dispensation, has reassured that all accused individuals, regardless of the heinous nature of their alleged crimes, will be afforded their rights to legal representation and due process, as is mandated by democracy.

I Don’t Need Another Country’s Passport To Be Happy

0

By: Modou Mboob

6 years ago today, I made a post on Facebook showing my commitment & willingness to serve my country at any front. In the same vein, I showed my lack of intention to travel because at the time there was so much work unfolding on the pipeline. For instance, the need to create more awareness among Gambian youths; and the desire to form a political party that’ll salvage The Gambia from its compounding predicaments. In that crusade, I consider myself to be very successful for I had the opportunity to work with as many young people as possible and that impact still continues to bear fruits. Secondly, I proudly conceptualize the formation of a political party in the name of Citizens’ Alliance (CA) with the sole aim to make a difference in the political field of The Gambia. On the other hand, with these successes registered, am I really happy? NO!

Why do I consider myself very successful, but not happy?

In my view, Success and Happiness are completely two different things, and indeed they are both subjective. Personally, I consider myself among the most successful individuals in the world today because: I was able to discover my purpose on earth at a very early age and I am making significant progress in fulfilling my mission; I know Allah is on my side and I fear no one but Him; I follow the life of no other person than our beloved Prophet Muhammad SAW; I am bless with the right mind that is not moved by material wealth; I am blessed with a mind that will stand for truth and justice even if I stand alone; I am surrounded by the right people; and many other factors, Alhamdullilah.

On the other hand, I am NOT happy because if I am to serve any other country I wish it could be The Gambia; I’m not happy because I don’t have to be in another country to get a better job and make good money; I am not happy because I don’t have to be in another country to be respected by my fellow countrymen; I am not happy because I don’t have to be in another country to get free education; I am not happy because I know Gambians are not happy; I am not happy because I don’t have to visit another country and feel like my country is cursed. NO! My country is in fact the heart of the world! The Smiling Coast of Africa! But only if it has the right leadership to propel the change it needs.

Additionally, we are all aware of the upsurge in the number of brilliant youths leaving the shores of The Gambia to either further their education or search for greener pastures in another country. This really makes me happy, but at the same time really worried. It makes me happy because travelling is really a good adventure where one can learn new ideas and grow, which is good for The Gambia. However, it makes me equally worried because if almost all the brilliant young minds leave The Gambia, the country will be left in very incapable hands and the end result will be the continuous suffering of the poor. Something must be done about this! I, therefore, encourage all the young people who travel to the diaspora for educational purposes to be go back home and serve upon completion of their studies. To this end, I will practice what I preach with the aim of encouraging others to follow suit.

My fellow Gambians, an unprecedented wave of change is going to hit the political spectrum of The Gambia come the 2026 presidential election. This wave will present two options for Gambians to decide on their future and that of their grandchildren. The first option will be for Gambians to continue living in the kind of life they’re currently experiencing or even worse than that. While the second option will present an opportunity where electorates could decide to have a country where every person will live a dignified life, if this option is chosen it’ll be the beginning of a new era for The Gambia. In Shaa Allah if I live to witness this day, I’ll choose the latter option for I’ll choose right over wrong under any circumstance, even if I have to leave the political party I belong to Citizens’ Alliance (CA). In Shaa Allah if I live to see this, I will come back home and add my weight on the right team and the right team will be the winning team. The 2026 will be different from the 2021 presidential elections where Gambians were presented with a DILEMMA to choose from.

The Gambia is indeed a very blessed country because, despite the many challenges we face, we have always managed to maintain that beautiful smile that the whole world knows us for. Ya Allah is observing and he knows this country is destined for something great!

Finally, depending on what The Gambians will choose I will not need another passport to be happy, instead, I’ll use my knowledge to help usher in hope and development for all Gambian people! Alhamdulillah, God has finally accepted the prolonged prayers of Gambians, and the ball will be in our court to either choose to embrace or reject HIS offer.

Fa Inna ma’al usri yusra!

Best Wishes,

Modou Mboob.

By: Dawda Baldeh

The Gambia Police Force is grappling with profound grief following the tragic loss of two dedicated officers, PC Pateh Jallow and PC Sang J Gomez. These officers fell victim to an unknown assailant’s gunfire along Sukuta Jabang Highway on Tuesday night.

The police have launched an intensive manhunt, dedicating all available resources to swiftly capture the individual responsible for this heinous act.

In their plea to the public, the law enforcement agency earnestly requests solidarity in the form of sharing any pertinent information that could aid in the ongoing manhunt. The community’s support is crucial in ensuring justice is served for these fallen officers.

Inspector General of Police Highlights Gains and Challenges in Police Reform Efforts in The Gambia

Reform, Policy Development, Capacity Building, and Infrastructure Development are Key Focus Areas

The Inspector General of Police (IGP) of The Gambia Police Force (GPF), Mr Abdoulie Sanyang, delivered a significant speech during the inauguration of newly reconstructed Model Police Stations in Serrekunda and Bundung. These police stations, funded by the European Union and implemented by GIZ, signify a pivotal moment in the ongoing Security Sector Reform (SSR) process in The Gambia.

A Paradigm Shift: Commitment to Reform

IGP Abdoulie Sanyang reiterated the unwavering commitment of the GPF to the SSR process under his leadership. The newly inaugurated model police stations reflect this commitment by providing a more conducive working environment for officers and adhering to human rights standards, aligning with the government’s SSR objectives.

A People-Centered Approach

The IGP emphasized that the GPF is transitioning from “business as usual” to a people-centred approach to policing. He noted that the GPF’s commitment to reform is unwavering, aligning with the new Police Doctrine. The force’s new vision statement, “To be a professional, accountable public service, respecting human rights and the rule of law,” reflects their dedication to becoming a people-centred and human rights-friendly institution.

Reforms and Specialized Units

The GPF is implementing various reforms to enhance operational effectiveness. One noteworthy initiative is the creation of hybrid police stations, currently in the pilot stage, aimed at improving the efficiency of stations, especially those near the borders. Additionally, specialized units like the Canine Unit, equipped with police dogs imported from Spain, are being formed to handle protective duties, search and detection, crowd control, and more.

Efforts are also underway to address the high rate of traffic offences and road accidents, including the establishment of a Highway Patrol sub-unit within the Traffic Unit.

The creation of specialized units like the Special Investigation Unit, International Affairs Unit, and Crime Scene Investigation Unit aims to increase efficiency and expertise within the force.

Policy Development and Standardization

To reinforce and sustain the reform goals, the GPF has developed over 30 policies and Standard Operating Procedures to guide core business processes. These policies cover areas such as the Code of Conduct, arrest and detention procedures, community policing, and selection and recruitment policies. The IGP has issued binding directives on administrative and operational matters to address policy gaps.

Investing in Training

Acknowledging the importance of training, the GPF is prioritizing the establishment of a Police Training Village. This facility will serve as a one-stop centre for various types of training and address the challenge of a lack of a training centre for all services under the Ministry of Interior. The GPF has acquired the land for this project and seeks support from the government and development partners.

Gains and Challenges

While substantial progress has been made in the SSR process, resource constraints and funding remain significant challenges. The IGP called on the gathering for more support to optimize the performance of the Police Force. IGP Sanyang noted the widening democratic space in The Gambia but expressed concerns over the misuse of this freedom. He emphasized the collective responsibility of preserving peace and security in the country and urged citizens to discourage derogatory speech, hate speech, and false information.

Collaboration with Communities

The IGP stressed the importance of community involvement in security matters, urging the embedding of Security Sub Committees within Village Development Committees. This approach aims to enhance collaboration between the police and the public, resulting in a broader security and safety net for all Gambians.

Acknowledging Partnerships

IGP Abdoulie Sanyang expressed gratitude to His Excellency, President Adama Barrow, the European Union, and GIZ for their support in these developmental projects. Collaboration with international organizations like the Geneva Centre for the Security Sector Governance (DCAF), GIZ, the Spanish Police, and the German Police Support Team has played a vital role in advancing the SSR process.

The ongoing SSR process under IGP Abdoulie Sanyang’s leadership demonstrates The Gambia Police Force’s dedication to modernizing and professionalizing policing in the country, ultimately ensuring the safety and security of its citizens.

By: Dawda Baldeh

The opposition Gambia Action Party (GAP) under the leadership of Musa Ousainou Yali Batchilly, has joined the country to congratulate the national team (Scorpions) on their draw against Congo Brazzaville which earned them a back-to-back qualification for the African Cup of Nations to be played in Ivory Coast next year.

“Our journey to the second consecutive AFCON competition was a rich narrative of perseverance, resilience, and unyielding passion, thanks to Yankuba Minteh and Muhammed Badamosi for their timely intervention in the stoppage time,” stated Batchilly.

“I am thrilled to extend my heartfelt congratulations to our remarkable national football team for their incredible victory against Congo in the AFCON qualification match held on September 10, 2023,” the GAP leader said in a statement.

He described the victory as a testament to the dedication and spirit of Gambian football.

Mr. Batchilly added that the journey to qualification was not an easy one, but the boys showed tremendous resilience and determination throughout the game, sealing the deal with a crucial draw.

However, the GAP leader also used the opportunity to extend the party’s condolences to the people of Morocco who lost their loved ones due to the recent earthquake incident.

“Our thoughts and prayers go out to those who have lost their lives and to all those affected by this natural disaster. Let us remember that in times of hardship, the strength of the human spirit prevails, just as our team has demonstrated on the football field,” he urged.

He thanked Gambians for their support to the national team and encouraged all to continue supporting the Scorpions as their journey to the 2024 Africa Cup of Nations continues.

This continental competition displays the collective strength of African nations which exposes talents, unity, and sportsmanship among the competitors.

In 2022, the Scorpions made their debut appearance in AFCON in Cameroon where they finished 6th position after suffering a 2-0 defeat against the host country Cameroon at Japoma Stadium in Douala.

A church in Uganda has made a mark in the Guinness World Records by establishing a new record for the longest continuous applause. The members of the Phaneroo Ministries church, located in the heart of Uganda’s capital, Kampala, came together for a special event called “Clap For Jesus” to commemorate the church’s ninth anniversary.

The congregation displayed commitment as they clapped continuously for 3 hours and 16 minutes. What’s even more remarkable is that they maintained an average sound level of 88.5 decibel (dB) throughout this extended period. To ensure the legitimacy of their record-breaking attempt, it was crucial for them to remain above the 80 dB threshold: “They had to remain above 80 dB for the entire duration,” Guinness World Records said in a statement.

During this event, a total of 926 participants came together to take part in this prolonged clapping. In order to secure their place in the Guinness World Records, they successfully adhered to the requirement of maintaining an audio level exceeding 80 dB throughout the entire duration.

Mali Mourns Over Two Terror Attacks Killing 64, Including Soldiers and Civilians

By: The Fatu Network Editorial

The Mali government reported two devastating attacks that have resulted in the loss of 64 lives, including 49 innocent civilians and 15 soldiers. In response to this tragic event, a declaration of national mourning has been made.

On Thursday, the northern region of Mali bore witness to these incidents, as “terrorist” assaults unfolded, targeting a passenger river transport boat known as “the Timbuktu boat” on the Niger river, as well as an army base located in Bamba within the Gao region in the north. The area had been facing mounting pressure from armed groups engaged in clashes with the central government in recent weeks.

A government statement revealed that these two separate attacks have led to a provisional count of 49 civilians and 15 soldiers losing their lives. However, it did not specify the distribution of casualties between the riverboat and the military base.

Responsibility for the Bamba attack was claimed by the Groupe de soutien à l’islam et aux musulmans (GSIM), an alliance of jihadists affiliated with al-Qaeda. This claim was made on the al-Zallaqa propaganda platform, according to the SITE organization, an American non-governmental organization specializing in monitoring radical groups.

The government acknowledged that both attacks were “claimed” by GSIM. Furthermore, the assault on the riverboat resulted in injuries and significant material damage. The swift response from the army enabled the neutralization of approximately fifty terrorists, as reported by the same official source.

In a separate announcement, the government conveyed the commencement of a three-day national mourning period, starting from Friday (today), in memory of the lives lost in these tragic events.

Anxious UDP Supporters Vow to Give Their Lives if Yankuba Darboe Sedition Case Continues

By: Dawda Baldeh

Hundreds of supporters and sympathizers of the main opposition United Democratic Party (UDP) stormed the city of Banjul earlier this afternoon as the sedition charges against the Chairman of Brikama Area Council’s trial resumed at Banjul Magistrate Court.

These supporters, who gathered outside the court premises alongside the chairman, faced increasing tension with the paramilitaries and vowed to sacrifice their lives if the case continued.

Mariama Bojang, a resident of Sukuta, accused the paramilitary of using excessive force by firing tear gas on them.

“We elected Yankuba Darboe for the development of the West Coast Region,” she said. She added that their purpose for gathering outside the court premises was to raise their voices against what she described as injustice, intimidation, and an abuse of power.

In her opinion, the case should be dismissed as it happened three years ago. Ms. Bojang also accused the government of politicizing the issue and questioned why it wasn’t raised before the 2022 election.

“We want justice to prevail, and we will not give up even if it costs us our lives,” she asserted. She described the charges against Chairman Darboe as sabotage to the people of the West Coast Region.

The supporters and sympathizers believed the charges against Chairman Darboe were politically motivated and called on the authorities to immediately withdraw them.

“If the government is concerned about the people of the West Coast, they should free Yankuba,” another supporter told The Fatu Network.

“Those paramilitary forces firing tear gas at us should know they are doing it to their fellow citizens. This is total injustice, and it needs to stop because we are not here to fight. I will not forgive the people responsible; they are the enemies of this country,” said Aja Musukebba Gitteh from Brusubi.

She warned that young people serving in the security forces should not be used against civilians. The elderly woman stressed that they had sacrificed a lot to see the change that most Gambians are enjoying today but urged the youth to ensure peace and stability.

“The power vested in the President, if divided into two, the other quarter belongs to Yankuba because he was also elected. I’m urging the President to allow peace to prevail in the country because he is behind all of this. We want peace in the country. There are many corrupt individuals in his government who are free, including ministers, protocols, and so on,” said Sulayman Jawneh from Farato.

While supporters of the opposition party attempted to force their way into the premises, paramilitaries also fired tear gas to disperse the anxious crowd of supporters. This resulted in many protesters in Banjul fainting.
Hundreds of protesters chanted “Justice for Yankuba, no to intimidation, never again…” while holding banners in the city of Banjul.

Momodou Salifu Gibba, a councilor in one of the wards in the West Coast Region, vowed to give away his life if the Yankuba case continued.

“I don’t mind losing my life as long as this case is not withdrawn. What the government is doing is not correct, and if they want the paramilitary to fire live bullets, we don’t care. They are treating us inhumanely,” vowed Bansu Barry of Brufut village.

These anxious people could be heard shouting from a distance, calling on the authorities to withdraw the case for peace to prevail. They expressed concern that if citizens didn’t come together to fight against inhumane treatment, injustice, and intimidation, the future would remain uncertain.

GPPA Holds Final Validation of Home-made Procurement Act

By: Dawda Baldeh

The Gambia Public Procurement Authority (GPPA) and its partners are currently in the midst of a three-day final validation process for the inaugural Homemade Procurement Act of 2023. This event is taking place at a local hotel in Senegambia.

Addressing the audience during the official opening of the validation session, Foday M. Jaiteh, Director General of the Gambia Public Procurement Authority (GPPA), emphasized the significance of having a domestically crafted Procurement Act.

The Public Procurement Regulation is intended to facilitate the implementation and integration of the Gambia Public Procurement Act of 2022. This forum is poised to complete the legal framework for the country’s procurement system, enhancing transparency in the process.

Highlighting the critical nature of the Act, Mr. Jaiteh drew the attention of the business community, the public, and procurement authorities to several key sections of the Act that aim to empower and safeguard the rights of all stakeholders within the procurement system.

“Section 24 of the Act addresses issues related to corruption, fraud, and conflicts of interest. Section 23 pertains to the conduct of staff within procuring organizations, including the procurement authority. Section 25 focuses on the conduct of economic operators. Additionally, sections 70, 79, and 80 discuss appeal procedures, the confidential review board, and challenge proceedings, respectively,” he explained.

DG Jaiteh emphasized the need for these sections to be comprehended by the public and the business community.

Habib Jeng, Chairman of the GPPA Board of Governors, reiterated that the GPPA and its parent ministry aim to provide a responsive legal framework for conducting public procurement in the country. This framework ensures the procurement of the right goods/products at the right time and the right cost. He noted that the review and validation of the Act come at an opportune moment, as they will enhance productivity.

Mr. Jeng, who previously served as Director General of GPPA in 2003, urged attendees to critically examine the Act to adequately address individual and collective needs.

Juldeh Ceesay, Deputy Permanent Secretary at the Ministry of Finance and Economic Affairs, expressed gratitude to the GPPA for introducing regulations that incorporate good practices and tools into the public sector procurement system. She emphasized that a robust public procurement system is central to the effective functioning of a public financial management system.

Public procurement involves the use of public funds by the government, through its ministries and departments, on behalf of its citizens. This is done for the acquisition of goods, services, and works of the highest quality, at the best possible price, utilizing sources such as contractors, suppliers, service providers, or consultants.
